West Virginia IFTA Filing: DMV License, MyTaxes Returns

West Virginia IFTA: DMV issues the license and $5 decals, the Tax Division takes returns in MyTaxes, and intrastate fleets file road tax instead.

West Virginia runs IFTA through two offices that do not share a front door. The Division of Motor Vehicles' Motor Carrier Services Section in Charleston issues the license and the decals. The Tax Division's Fuel Tax Administration Unit takes the quarterly returns and runs the audits. And before the DMV will issue anything, the Tax Division has to say you are in good standing. Step 1: check that IFTA is the right program

IFTA covers qualified motor vehicles: two axles with a gross or registered gross weight over 26,000 lb, three or more axles at any weight, or a combination over 26,000 lb. Recreational vehicles are excluded.

The first split comes before any form. A vehicle that never leaves West Virginia does not qualify for IFTA and must not be registered for it. An intrastate-only fleet gets one Motor Carrier Road Tax license through the DMV, an MCR decal for each such vehicle, and files one annual return, due the last day of the month after the year ends (West Virginia Tax Division, Motor Carrier Road Tax (MCRT) - Licensing Requirements, accessed September 28, 2026, tax.wv.gov). West Virginia is your base jurisdiction when your qualified vehicles carry West Virginia registration, travel in West Virginia and at least one other IFTA jurisdiction, and you keep operational control and records in the state or make them available for audit there. The manual defines the established place of business narrowly: a building you own, lease or rent with a street address, open during normal business hours, with a publicly listed phone, a permanent employee running the trucking business, and the fleet's operational records. Credentialing, distance and fuel reporting, or answering a phone does not count as trucking business on its own.

Step 2: get the Letter of Good Standing first

This is the step that stalls new applications. The DMV wants a Letter of Good Standing from the Tax Division attached to the IFTA application. Request it on form GSR-01 or through MyTaxes (West Virginia Tax Division, International Fuel Tax Agreement (IFTA) - How Do I, accessed September 28, 2026, tax.wv.gov). A carrier with open tax problems at the Tax Division will not get past this point, so settle those before you order decals.

Step 3: apply to the DMV for the license and decals

New carriers file the Application for International Fuel Tax Agreement (IFTA) Credentials with the DMV's Motor Carrier Services Office, 5707 MacCorkle Avenue SE, P.O. Box 17900, Charleston, WV 25317, telephone (304) 926-0799 (West Virginia Division of Motor Vehicles, Application for International Fuel Tax Agreement (IFTA) Credentials, tax.wv.gov). The form asks for:

  • Legal and trade name, and a physical address (no P.O. box)
  • FEIN or SSN, plus your USDOT and IRP numbers
  • Officers or partners
  • Fuel types, and the jurisdictions where you operate and keep bulk fuel

One license covers the whole fleet. If a reporting service will file for you, name it in the notarized power of attorney section.

The cost is small. The Tax Division's manual states there is no fee for the application or the license. Decals are $5.00 per set of two identically numbered decals, one set per qualified vehicle, on new and renewal applications alike, and extra decals can be bought through the DMV's online services during the year. A bond is not normally required.

The license runs for the calendar year, January 1 to December 31. Keep a copy in each qualified vehicle, and put the decals on the exterior of both sides of the cab, never on a window. The IRP side of the same DMV office is covered on the West Virginia IRP registration page.

Step 4: file each quarter through MyTaxes

Returns go to the Tax Division, not the DMV. File Form IFTA-13 online through MyTaxes, which the Tax Division recommends to make sure the return lands on time. Paper returns go to the address on the form and should be mailed at least three days before the due date.

When a due date lands on a weekend or holiday, the return is due the next business day. A return is required even for a quarter with no operation, and West Virginia does not offer annual IFTA filing.

The Tax Division tells carriers to use the national IFTA, Inc. rate matrix for each quarter (West Virginia Tax Division, Instructions for Completion of the International Fuel Tax Agreement (IFTA) Return, revised January 2024, tax.wv.gov). Miles run on a temporary fuel trip permit are exempt on the return; keep a copy of each permit with your records. West Virginia sells a combined ten-day trip permit online, covered on the West Virginia trip and fuel permits page.

Step 5: know what a late return costs

For failing to file, filing late or underpaying, the penalty is the greater of $50.00 or 10 percent of the tax due. The $50.00 applies even to a late return that shows a credit. Interest runs for each month or part of a month late, for each jurisdiction where tax is due, at the IFTA rate.

West Virginia's own sources word the minimum two ways. The Tax Division's licensing page and IFTA manual describe it as $50.00 per month. The IFTA-13 return instructions, revised January 2024, say 10 percent of the balance due or $50.00, whichever is greater, with no per-month wording. The West Virginia IFTA page records both. The safe plan is to file on time so the question never comes up; if you are already late, ask the Tax Division which reading applies to your return.

A missed return or payment can also bring a bond demand, as can a returned check or an audit that shows one is needed. Failing to file, pay or keep records gets the license revoked. Every IFTA jurisdiction and West Virginia law enforcement is notified, and the vehicles must not operate while the license is revoked.

Step 6: keep the records where the auditor wants them

Keep the records behind each return for four years from the due date or the filing date, whichever is later, and make them available to any member jurisdiction. The Tax Division wants them kept in West Virginia. If they are somewhere else, you pay the auditor's travel expenses.

Step 7: renew before December 31

Carriers in good standing receive a renewal application at least 30 days before the license expires. Send it back to the DMV with the decal fees before December 31, or renew through the DMV's online services. If no renewal notice arrives, call Taxpayer Services at (304) 558-3333 rather than waiting, because the good-standing test from Step 2 applies at renewal too.
