Who does what in West Virginia
The Public Service Commission regulates motor carriers. Its Motor Carrier Section registers carriers, collects insurance filings and fees, enforces safety rules, handles hazmat registration and runs the coal road permit program.
The Division of Highways Permit Section in Charleston issues oversize and overweight permits, most of them self-issued online. The DMV's Motor Carrier Services Section handles IRP apportioned registration and issues IFTA licenses, decals and trip permits. The Tax Division then takes the quarterly IFTA returns through MyTaxes and runs the audits. That last split catches carriers from states where one office does both.
Where West Virginia differs
Three things stand out. The insurance statute and the Commission's own schedule do not match: the Code sets a higher liability floor for for-hire trucks than the split limits the Commission still prints, and the insurance guide shows both. A truck that never leaves the state does not go on IFTA at all; it runs under the Motor Carrier Road Tax with its own decal and an annual return. And every IRP account renews on one July to June year, with an ad valorem fee on each apportioned power unit.
Coal country adds its own layer. Designated coal resource transportation roads allow heavier coal trucks under a Commission special permit, and coal shippers and receivers report truck weights to the Commission.

Frequently asked questions
Does West Virginia require its own operating authority for trucking?
Not for general freight. W. Va. Code 24A-1-3 exempts carriers preempted by federal law, and household goods movers, from the Commission's certificate rules. Passenger, solid waste, wrecker and contract carriers still apply for a Commission certificate or permit, and every for-hire carrier files the annual insurance registration before it hauls.
Do I need a USDOT number to haul only inside West Virginia?
Usually yes. Commission rule 4.13.1 requires a displayed USDOT or Commission number on every for-hire vehicle and on commercial vehicles at or over the rule's weight line, private carriers included, plus larger passenger vehicles and placarded hazmat loads. West Virginia also appears on FMCSA's list of states with an intrastate USDOT mandate.
