Hawaii does not take part in the International Registration Plan, so it issues no apportioned plates or cab cards. Trucks register with the county where they are driven: the county director of finance collects the state registration fee ($46), the state vehicle weight tax (a flat $300 for vehicles over 10,000 lb net weight) and the county's own registration fee and weight tax (HRS 249-31, 249-33). A truck that arrives with current registration from another state may instead get a county out-of-state vehicle permit within 30 days of starting to operate, valid for the rest of the home registration and no more than 12 months, for a $5 administrative fee (HRS 286-54).
Hawaii IRP administration
- Agency
- No IRP agency. Vehicle registration is run by each county (City and County of Honolulu, Maui County, Hawaii County, Kauai County), whose director of finance collects the state and county registration fees and weight taxes.

- County motor vehicle registration offices. On Oahu: City and County of Honolulu, Department of Customer Services, Division of Motor Vehicles (satellite city halls by AlohaQ appointment, and the Joint Base Pearl Harbor Hickam registration office).
- Process
- On Oahu, within 30 days of a vehicle's arrival it must get either an out-of-state permit or Hawaii registration. Take the vehicle to an official safety inspection station first; a vehicle that passes everything else fails only for lack of Honolulu registration, and that failed inspection certificate goes with the registration paperwork (out-of-state registration, title or lienholder address, bill of lading showing the VIN, and form CS-L (MVR) 27 for a permit or CS-L (MVR) 1 for registration). Return to the inspection station within 30 days of the failed check to pass it and get the safety emblem.
- Fee structure
- No apportioned fees. Every vehicle pays the $46 annual state registration fee (HRS 249-31) and the annual state vehicle weight tax by net weight: 1.75 cents a pound up to 4,000 lb, 2.00 cents from 4,001 to 7,000 lb, 2.25 cents from 7,001 to 10,000 lb, and a flat $300 over 10,000 lb (HRS 249-33(a)). An out-of-state vehicle permit costs $5 instead (HRS 286-54). Counties add their own registration fee and weight tax; on Oahu the county registration fee is $20, plus a $10 highway beautification fee, a $0.50 annual emblem and $5 for plates when issued.

- Hawaii registration is annual and staggered by county; the state fee and weight tax are collected together with the county fee and are delinquent if not paid with it (HRS 249-31(a), 249-33(b)). Owners of vehicles of 6,000 lb net weight or more used for agricultural purposes may get the state weight tax refunded (249-33(d)).
- Cab card
- Not applicable: Hawaii issues no IRP cab card. An out-of-state permit holder keeps the home-state plates and certificate of registration in the vehicle and displays the county's VEHICLE PERMIT emblem on the rear bumper (HRS 286-54).
- Process: statute
- HRS 286-54: the owner of a vehicle currently registered in another state may, instead of registering it in Hawaii, apply to the county director of finance within 30 days after starting to operate it; the permit keeps the home plates on the vehicle, is valid for the unexpired part of the home registration up to 12 months, and costs $5 to cover the county's costs. HRS 286-217 lets an out-of-state-registered shipping container chassis used to carry containers stay valid in Hawaii until its home registration expires, or for one year from a Hawaii safety inspection.

What the Hawaii share of the fee is built from
An IRP bill is the base jurisdiction's own registration fee for the vehicle, apportioned by mileage, plus the same for every other jurisdiction on the cab card. These are the Hawaii inputs to that calculation, each with its official source.

Each county's director of finance registers vehicles and collects the state registration fee, the state vehicle weight tax by net weight bracket, and the county's own fee and weight tax. Registration is yearly and staggered by county. County truck weight tax rates were not read for this guide and are left as an open question.
Trucks arriving from another state
A vehicle with current registration from another state can get a county out-of-state vehicle permit instead of Hawaii plates. Apply within the deadline after it starts operating; the permit keeps the home plates, adds a bumper emblem and runs for the rest of the home registration, up to a cap.
On Oahu, take the truck to a safety inspection station first. It fails only for lacking Honolulu registration, and that certificate goes in with the bill of lading and the permit form.
Container chassis
A shipping container chassis registered elsewhere and used to haul containers can get a Hawaii safety inspection, and its out-of-state registration then stays valid in Hawaii for a set period from that inspection.
Hawaii fleets leaving the islands
