No: Louisiana publishes no blanket USDOT mandate for intrastate carriers; the federal number becomes mandatory only when trucks cross state lines for commerce. Louisiana publishes no state weight line for a USDOT number, because it imposes no intrastate USDOT mandate to hang one on. The weight lines a Louisiana carrier does meet sit elsewhere: 26,000 pounds gross or registered gross weight (or three or more axles regardless of weight) qualifies a vehicle for IFTA and for apportioned registration, and the Department of Transportation and Development restates the same line for interstate and intrastate operation on Louisiana highways.

Statute
No Louisiana statute imposes an intrastate USDOT number requirement, so none is cited. The statute that decides the shape of Louisiana intrastate regulation is La. R.S. 45:162, and it scopes the Public Service Commission's motor carrier jurisdiction by what a carrier hauls rather than by any federal identifier. The USDOT requirement a Louisiana carrier meets is the federal one, plus the PRISM association the Office of Motor Vehicles enforces on apportioned plates.

Louisiana does not appear on the Federal Motor Carrier Safety Administration's published list of states that require their intrastate commercial motor vehicle registrants to obtain a USDOT number. An intrastate-only Louisiana carrier takes its number from the federal rules or not at all. The moment the same carrier crosses a state line, or wants apportioned plates, the number becomes unavoidable: Louisiana is a PRISM state, so every apportioned plate holder must be associated with a USDOT number and the barcode on each cab card carries one.

No separate Louisiana carrier number

Louisiana issues nothing comparable to a CA number or a TxDMV number. The Public Service Commission certificates five classes of intrastate carrier only, and household goods, waste, saltwater used in oil well exploration and production, passengers and non-consensual towing are the whole list. A carrier the Commission does certificate gets an LPSC certificate number plus an annual intrastate identification stamp on an intrastate cab card for each vehicle, and a non-consensual towing company also gets a wrecker license whose number is displayed on both sides of every wrecking vehicle. A general freight carrier holds none of those, so usdot_prerequisite is recorded as unknown rather than false: Louisiana grants no general carrier credential for a USDOT number to be a prerequisite to.

There is no state enrollment for a USDOT number in Louisiana, because there is no state credential to enroll for. The one place a Louisiana carrier files its USDOT number with the state is the apportioned registration application, which runs through LA Trucks Online and requires verification of the USDOT number and active authority on the IRP New Account Checklist (Form DPSMV 1706). Carriers in the five Commission-regulated classes file notarized paper applications with the Public Service Commission, which runs no online filing portal at all.

The Office of Motor Vehicles tells new applicants to register at fmcsa.dot.gov/registration and says its IRP Unit will help. The MCS-150 is updated every two years and a copy arrives with the IRP renewal packet. An owner-operator without operating authority who buys their own plates needs a registrant USDOT number, which exists for vehicle registration only, grants no operating authority, and must never be displayed on the vehicle. A carrier hauling hazardous materials in a type and quantity requiring a Hazardous Materials Safety Permit files Form MCS-150B instead and submits a statement that it has done so with the apportioned renewal.
