
Kansas IFTA Filing Walkthrough (Quarterly)
Kansas IFTA step by step: Form MF-39 at $10 plus $1 a truck, then Form MF-85 and Schedule 85A with KDOR each quarter.

Kansas keeps IFTA inside the Kansas Department of Revenue, at the Motor Fuel / IFTA section in the Scott Building in Topeka. Kansas has been an IFTA member since 1992, and the whole program runs on a short stack of numbered KDOR forms: MF-39 to apply, AUD-29 to promise the records, MF-85 with Schedule 85A to file, and MF-23 to order more decals. This walkthrough puts those forms in the order you meet them. The sourced fees, due dates and penalty terms also render on the Kansas IFTA page.
Step 1: confirm Kansas is your base jurisdiction
KDOR's motor fuel FAQ (Kansas Department of Revenue, accessed 2026-09-27) sets four conditions. Kansas is your base jurisdiction when:
- your IFTA qualified vehicles are registered in Kansas,
- you control their use from a physical location in Kansas,
- you keep their records at a physical location in Kansas, or can make them available there, and
- at least one of the vehicles travels some miles in Kansas.
The qualified vehicle test comes from Form MF-39 (Kansas Department of Revenue, Rev. 3-21). A vehicle qualifies when it has two axles and a gross or registered gross weight over 26,000 pounds, has three or more axles whatever the weight, or runs in a combination over 26,000 pounds. Recreational vehicles stay out unless they are used in a business.
Step 2: file Form MF-39 with AUD-29
The application is Form MF-39, Kansas Application for International Fuel Tax Agreement (IFTA). Three documents travel together:
- Form MF-39 itself, listing the owners or officers, your USDOT number, any Kansas IRP account number, each vehicle with its VIN and fuel type, and any bulk fuel storage jurisdictions.
- Form AUD-29, the IFTA Agreement to Maintain Records.
- The IRS SS-4 or 147C letter that confirms any FEIN you list.
The USDOT number is mandatory for a motor carrier. A registrant-only carrier gets a number assigned by KDOR instead. Before you mail anything, check two federal items, because MF-39 says KDOR will not issue a license when your USDOT number is not authorized or your current-year UCR fees are unpaid. The UCR registration guide covers the second one. A prior IFTA license still under revocation blocks a new one too.
Mail the package to Kansas Department of Revenue, Motor Fuel Tax, PO Box 750680, Topeka, KS 66625-0680, or apply online. The fee is paid with the application: $10 for the first qualified vehicle and $1 for each additional one, per both MF-39 and the motor fuel FAQ. KDOR then issues a master license and one set of decals for each qualified vehicle.
Step 3: order extra decals and use the 30-day temporary permit
Add a truck mid-year and you order decals online or on Form MF-23, Order Form for Additional IFTA Decals (Kansas Department of Revenue, Rev. 11-18). Additional decals cost $1 per set, one set per vehicle.
Kansas also lets you cover the gap yourself. A vehicle leaving Kansas within 10 days may run on a 30-day temporary decal permit that the licensee issues, one per vehicle, carried with a copy of the IFTA license.
Step 4: file Form MF-85 each quarter through the Customer Service Center
The return is Form MF-85, International Fuel Tax Agreement (IFTA) Tax Return, with Kansas Schedule 85A. Section R960 of the IFTA Articles of Agreement (International Fuel Tax Agreement, Inc., 2026 edition effective August 26, 2026) moves a due date that lands on a Saturday, Sunday or legal holiday to the next business day.
Two Kansas rules shape the return:
- File every quarter. KDOR requires a return each tax period even with no tax due, and even if your vehicles never left Kansas that quarter.
- Credits carry forward for eight quarters. A credit balance of $10 or more can be refunded by checking the box on MF-85. A credit you leave on the account carries forward, for no more than eight quarters.

Step 5: know what a missed quarter costs
The FAQ says Kansas assesses penalty and interest for failing to file, filing late or underpaying. The agreement supplies the amounts. Under R1220 the base jurisdiction may assess the greater of $50 or 10 percent of delinquent taxes. Under R1230, interest for a fleet based in the United States runs at two percentage points above the federal underpayment rate in Internal Revenue Code section 6621(a)(2).
Skip a quarterly report and the license gets revoked. Reinstatement means paying all taxes, filing all returns, paying the $10 and $1 registration fees again, and posting a bond.
The bond amount depends on which KDOR document you read, so we show both. Form MF-39 says KDOR may require a bond after late filing, unpaid tax or an audit problem, set at four quarters of tax liability or $1,000, whichever is greater. The motor fuel FAQ lists a bond covering three quarters of liability, not less than $1,000, as a condition of reinstating a revoked license. Ask KDOR which figure applies to your account before you post one.
Step 6: keep four years of records and renew each year
Keep the distance and fuel records behind every return for four years, including after the final return on a cancelled license. KDOR's FAQ says the mileage record elements match for IFTA and IRP, so one trip log can serve both. Our Kansas IRP registration page covers the IRP side. Kansas audits 3 percent of its base-jurisdiction licensees each year. When a carrier's records fall short, KDOR may apply a standard 4 miles per gallon.
The license renews annually. KDOR mails a renewal application before the current credentials expire, and you can also renew online through the Customer Service Center.
Running Kansas without an IFTA license
A carrier with no IFTA license can pay Kansas fuel use tax trip by trip. The FAQ and the K-TRIPS Permit Price List (Kansas Department of Transportation, current as of 05/23/2023) price the motor fuel permit at $13 for 24 hours and $25 for 72 hours, with 7-day and 10-day options on the same list.
