Start and run a trucking company in Wyoming

Wyoming regulates intrastate trucking itself. WYDOT Motor Vehicle Services issues a permanent Letter of Authority to for-hire carriers at any weight and to private carriers above the weight line, and it runs IRP and IFTA too. The Highway Patrol owns permits and the ports of entry. Every fee on these pages comes from an agency page or statute.

What these terms cover

State filing fee: One-time 50 dollar filing fee with the application (W.S. 31-18-209(b)(x)), the same whether applying for private, contract, or both authorities at once. The authority is permanent, so there is no annual renewal fee. A replacement letter of authority costs 10 dollars, a name change 50 dollars, and an address update is free. If authority is revoked for an insurance lapse or cancelled for good cause, the carrier files a new application and pays the 50 dollar fee again.

USDOT number: The MC-100 form asks for a U.S. DOT number and says all information must be filled in. The Operating Authority Manual requires a USDOT number from every private carrier and from contract carriers when the vehicle is over 26,000 pounds GVW or is a passenger vehicle above the small-taxi size. The 2026 form says more than 9 passengers including the driver must have a USDOT number; the 2020 manual says taxis hauling 7 plus the driver do not. A contract carrier of property at or under 26,000 pounds is not required to have one by the manual.

How Wyoming organizes trucking compliance

Two agencies split the work. WYDOT Motor Vehicle Services in Cheyenne issues intrastate operating authority, apportioned plates, and the IFTA license, and its Commercial Carriers of Wyoming System handles IRP transactions and quarterly fuel tax returns. The Wyoming Highway Patrol staffs the ports of entry, sells trip permits, and issues oversize and overweight permits through its ports, highway shops, electronic permitting system, and the Overweight Loads Office.

Wyoming also leaves some things out. There is no weight-distance tax, and Wyoming does not take part in UCR, so Wyoming-based interstate carriers register for UCR through another state.
