Idaho does not issue a state intrastate operating authority for property carriers. The Idaho Code's public utility title (Title 61) contains no motor carrier chapter, and neither the Idaho State Police Commercial Vehicle Safety pages nor ITD's Commercial Vehicle Services page offers an authority application, certificate, or fee. What an Idaho-only carrier actually does: obtain an intrastate USDOT number when the Idaho Motor Carrier Rules require one (26,001 pounds or more, placarded hazmat, or more than 8 passengers), register the power unit with ITD Commercial Vehicle Services, and, for haul-for-hire operations, have the insurer file a Form E showing the $750,000 minimum that IDAPA 39.02.80 sets for common and contract property carriers.

- Application
- There is no state authority application. The filings an Idaho-only carrier makes are the free federal MCS-150 for the USDOT number, the Idaho Intrastate Application for Registration (ITD 3033) with Commercial Vehicle Services (emailed to cvs@itd.idaho.gov, mailed, or filed online in the Commercial Registration System), and, for haul-for-hire vehicles, an insurer-filed Form E. ITD 3033 says not to send payment with the application; an invoice follows processing.
- Filing fee
- Idaho charges no intrastate operating authority fee because no authority program exists. An Idaho-only carrier's state costs are vehicle registration under Idaho Code 49-434 (a weight-and-mileage schedule for vehicles over 60,000 pounds), any special permit fees under IDAPA 39.03.01, and the hazardous materials endorsement or hazardous waste permit where they apply.
- Renewal
- No authority renewal exists. The recurring state obligations are annual registration renewal with ITD Commercial Vehicle Services (all vehicles in a fleet expire on the last day of the assigned month, and vehicles over 60,000 pounds report actual Idaho miles for the prior July 1 to June 30 period) and keeping the Form E on file for haul-for-hire vehicles.
Application fee schedule by authority type
Idaho charges one application filing fee per class of authority, so what a carrier pays depends on the certificate being applied for rather than on a term or a fleet size.

Who the requirement covers
- GVWR threshold
- 26,001 lbThe Idaho State Police DOT page states that Rule 19 of the Idaho Motor Carrier Rules requires an intrastate DOT number for vehicles with a GVWR of 26,001 pounds or greater, those with a combination weight rating (the page does not state a figure for combinations), those transporting more than 8 passengers, and those hauling placarded hazardous materials. The same page notes an exception for carriers exclusively engaged in transporting agricultural commodities. This threshold governs the intrastate USDOT number and the full set of adopted federal safety rules, not an authority credential. Separately, IDAPA 11.13.01.019.01.b applies a reduced set of federal rules (49 CFR Part 390 Subpart A, 391.15, Parts 392 and 393, and parts of 396) to intrastate property carriers from 10,001 through 26,000 pounds.
- For-hire only
- NoIDAPA 11.13.01.001 applies the Motor Carrier Rules to intrastate carriers transporting persons or property in the furtherance of their business or for hire, so private carriers are covered as well as for-hire carriers. For-hire status matters for insurance: ITD requires a Form E filing only for intrastate vehicles registered with the haul-for-hire operation type, and IDAPA 39.02.80 sets the $750,000 minimum for common and contract carriers while private carriers of non-hazardous property carry the basic Idaho Code 49-1229 coverage.
- Passenger carriers
- Covered: the intrastate DOT number requirement reaches vehicles transporting more than 8 passengers (ISP DOT page). For insurance, IDAPA 39.02.80.020.02 sets $5,000,000 for common and contract passenger vehicles seating 25 or more and $1,500,000 for 24 or fewer.
- Household goods
- Not confirmedIdaho has no separate intrastate household goods authority on the sources read. Idaho Code 49-1233(4)(l) lists motor carriers transporting household goods as defined by the federal Surface Transportation Board among the intrastate carriers exempt from the board's motor carrier liability and property damage insurance rule (they remain subject to the basic 49-117 coverage), so Idaho imposes less on intrastate household goods movers than on general freight haulers, not more.
- Hazmat
- YesPlacarded hazardous materials trigger the intrastate DOT number at any weight (ISP DOT page), and IDAPA 11.13.01.019.01.b applies the full adopted federal rule set (Parts 356, 365, 382, 383, 385, 387, 388 and 390 through 399) to intrastate carriers of placardable hazmat. Vehicles hauling placarded hazardous materials (and the other hazardous cargo 49-2203 lists) also need Idaho's annual $15 hazardous materials registration endorsement under Idaho Code 49-2203, and hazardous waste loads need a hazardous waste permit ($20 single trip, $250 annual) under 49-2202; see the state rules page.
- Farm vehicles
- The ISP DOT page states an exception from the intrastate DOT number for carriers exclusively engaged in transporting agricultural commodities. Idaho Code 49-1233(4) exempts from the motor carrier insurance rule a farmer's vehicles hauling his own farm equipment or supplies to his farm, and the transportation of agricultural products including fresh fruits and vegetables, livestock, livestock feed or manure; those vehicles still need the basic 49-117 coverage. Farm vehicles over 60,000 pounds register on the same weight-and-mileage schedule as commercial vehicles (49-434(8)).

- Liability minimum
- $750,000 (IDAPA 39.02.80.020.04 sets $750,000 per accident (injury, death or property damage) for common and contract carriers of all other property, including drive away and tow away units. Private carriers carry the Idaho Code 49-1229 coverage instead (the 49-117 proof-of-financial-responsibility amounts: $25,000 for one person, $50,000 for two or more, $15,000 property damage) unless they haul the risky or perilous cargoes in 020.03, in which case the hazmat levels apply.)
Minimum liability by operation type
General freight is not the floor for every carrier. Hazmat and larger passenger operations carry higher minimums; buy against the row that matches what you haul.

Your insurance company makes these filings with the state, not you.
- Liability proof
- Form E for vehicles registered intrastate with the haul-for-hire operation type (ITD insurance requirements sheet). IDAPA 39.02.80.021.02 accepts Form E, Department Form E-1, or W.C. 3091 for intrastate common and contract carriers, completed and signed by the insurer's underwriting department.
- Cancellation
- Insurers must give ITD at least 30 days' notice before terminating coverage or reducing it below the board's amounts (Idaho Code 49-1233(3)); a policy cancellation may result in revocation of the vehicle registration.
More Idaho authority rules
- USDOT prerequisite: note
- Required for intrastate carriers above the Rule 19 thresholds (26,001 pounds or more, combinations, more than 8 passengers, or placarded hazmat), except carriers exclusively hauling agricultural commodities, per the Idaho State Police DOT page. The Idaho Intrastate Application for Registration asks for the registrant's USDOT number, and ITD's IRP requirements form states an inactive or out-of-service USDOT number will suspend an IRP account.
How we know there is no authority requirement
The Idaho Code's public utility title lists no motor carrier chapter. The agencies that do regulate trucking publish no authority either: the Idaho State Police inspects carriers and writes safety rules under its own statute, and ITD registers trucks, takes insurance filings and sells permits. None of their pages offers an authority application, certificate or fee.
What an Idaho-only carrier files instead
Three filings replace the authority. The USDOT number comes free from FMCSA. The Idaho Intrastate Application for Registration goes to Commercial Vehicle Services by email, mail or CRS, without payment, and an invoice follows. For haul-for-hire trucks the insurer files the Form E. Renewal is annual registration, and heavy trucks report their actual Idaho miles for the prior July-to-June period.
Who the state safety rules reach
With no authority program, weight and cargo decide your obligations. Rule 19 of the Idaho Motor Carrier Rules sets the intrastate USDOT trigger by weight rating, passenger count or placarded hazmat, with an exception for carriers hauling only agricultural commodities. A lighter band of intrastate property carriers follows a reduced set of federal rules. The rules cover private carriers as well as for-hire ones.
Hazmat and household goods
Placarded hazmat triggers the USDOT number at any weight and brings the full adopted federal rule set, plus Idaho's annual hazardous materials registration endorsement and a hazardous waste permit where that cargo applies. Household goods movers get no separate Idaho authority, and the statute exempts them from the board's higher insurance levels.
