Idaho apportioned registration runs through ITD's DMV Commercial Vehicle Services under Idaho Code 49-435, which lets a fleet register under the IRP agreement in place of the 49-434 fees. To base a fleet in Idaho, the registrant must have an established place of business in Idaho (a staffed, signed physical location listed with the Idaho Secretary of State) or qualify through an Idaho resident principal owner, keep distance records available at an Idaho address, and hold a USDOT number in good standing. Idaho's own share of the fee comes from its weight-and-mileage registration schedule, plus an $8 identification charge per vehicle, and Idaho lets carriers pay the Idaho fee in quarterly installments. Distance runs on a July 1 to June 30 reporting period, and every renewing vehicle must have run in two or more IRP jurisdictions.

Process
New and renewing fleets file the IRP Schedule A (vehicles and weights) and Schedule B (distance) applications with Commercial Vehicle Services, together with the signed IRP Requirements form (ITD 3551) choosing the established-place-of-business or residency basis. Filing can be online in the Commercial Registration System (CRS), by email or mail, or at an appointment. An invoice for the fees follows by email, mail or at the appointment, and credentials, including Temporary Vehicle Clearances, are released only after the full amount or the first installment with a signed installment agreement is paid.
Fee structure
Under Idaho Code 49-435(2), ITD registers each apportioned vehicle on payment of the fees in 49-434(1) and (8) and an additional identification charge of $8 per vehicle. The Idaho fee for vehicles over 60,000 pounds comes from the 49-434(8) schedule by declared gross weight and total miles, and for an IRP fleet the mileage column is set by the fleet's total miles in Idaho and all other jurisdictions in the preceding year (49-434(8)(a)).

Idaho Code 49-435(2) requires a printed or electronic registration card for each apportioned vehicle, carried in the vehicle or available on an electronic device at all times. Lost or damaged cab cards, plates and stickers are replaced through CRS.

Proof of the Form 2290 heavy vehicle use tax for vehicles registered at 55,000 pounds or more (Schedule 1 with the IRS stamp or e-file watermark, the full 2290 with proof of payment, or a bill of sale within 60 days of purchase); the ITD 3551 requirements form; Idaho title numbers for the current owner, and written permission each year when the titled owner differs from the registrant; a Safety Responsibility Statement when a vehicle runs under another carrier's USDOT number; a current IFTA license or a plan to buy temporary fuel permits; UCR compliance for every interstate USDOT number; and motor carrier insurance on file with FMCSA.

Temporary credentials: summary
A vehicle not registered for Idaho can run on a temporary registration permit bought before movement: a 120-hour permit for $60 for a single vehicle ($120 for a combination with more than one unregistered vehicle), a $60 fuel permit, or a $60 thirty-day unladen weight permit. Carriers self-issue temporary registration (TRIP) permits in CRS with a USDOT number and email address, and must display the printed permit in the windshield or another prominent place. The 120-hour and 30-day permits are limited to three per vehicle per calendar year, except for fuel permits, unladen weight permits, transporters and wreckers.
Temporary credentials: overweight registration permits
A vehicle may also buy a permit to run above its registered maximum gross weight, up to 129,000 pounds: $50 for 120 hours, or a 30-day permit whose table lists one registered-weight row, 50,001 to 60,000 pounds, at $225, $250, $275, $300, $325 or $350 for a permitted maximum of 80,000, 86,000, 96,000, 106,000, 116,000 or 129,000 pounds; permits may be combined up to 90 days (Idaho Code 49-432(2)).

Base jurisdiction rules: Summary
To base an IRP fleet in Idaho the fleet must accrue miles in Idaho, keep distance records in Idaho, and qualify one of two ways. Established place of business: a physical structure in Idaho owned, leased or rented by the registrant, with clear company signage, open and staffed during regular business hours by the registrant's own employees for its trucking business, listed with the Idaho Secretary of State with a current filing showing that address; third-party licensing agents, virtual offices and rent-an-address services do not qualify. Residency: an Idaho resident who is a principal owner, with a current Idaho driver's license or ID card and two supporting documents such as Idaho vehicle registration or title in their name, Idaho property or income tax paid, Idaho utility bills, an Idaho lease or mortgage statement, or recent federal tax filings showing the business address.
Base jurisdiction rules: Distance for new fleets
New fleets use Idaho's average per-vehicle distance instead of reported mileage, unless the fleet was registered under IRP in another jurisdiction under the same name, in which case actual distance must be reported.
Base jurisdiction rules: Usdot requirement
The USDOT numbers on the account and vehicles must be in good standing with FMCSA; an inactive or out-of-service USDOT number suspends the account and may revoke the registration. The vehicle-level safety USDOT number must be classed interstate and current with UCR.
Base jurisdiction rules: Recordkeeping
Distance records are subject to audit, must be kept for the current registration year plus three prior years at the carrier's physical Idaho address, and must show trip dates, origin and destination, route, beginning and ending odometer or hubodometer readings, distance per jurisdiction, unit number or VIN, fleet number, registrant name, trailer number, and the driver's name or signature.
Renewal: Summary
Renewing fleets must report actual distance for each jurisdiction any fleet vehicle ran in during the reporting period, including vehicles no longer owned. The reporting period is the most recently completed July 1 to June 30, except for fleets expiring in June, July or August, which use the prior July 1 to June 30. Each vehicle must have run in two or more IRP jurisdictions, at least one vehicle must have run in Idaho, and distance that looks rounded (ending in 0 or 5) needs a signed statement that it is not rounded. Renewal credentials are emailed or mailed within 5 business days after payment.
Renewal: One time exception
A fleet that did not report actual distance in Idaho and one other jurisdiction can be granted a one-time exception by signing the ITD-5570 Statement of Understanding; failing to operate and report that distance in later years results in denial of IRP credentials for at least 18 months. A licensing agent or third party cannot sign it.

What the Idaho share of the fee is built from

An IRP bill is the base jurisdiction's own registration fee for the vehicle, apportioned by mileage, plus the same for every other jurisdiction on the cab card. These are the Idaho inputs to that calculation, each with its official source.

Qualifying for an Idaho base

ITD accepts two bases. The first is an established place of business: a signed Idaho building the registrant owns, leases or rents, staffed during business hours by its own employees and listed with the Secretary of State. The second is an Idaho resident principal owner with an Idaho license or ID and two supporting documents. Virtual offices and licensing agents' addresses do not count.

Applying and paying

File the Schedule A and Schedule B applications with the signed ITD 3551 requirements form, online in CRS, by email or mail, or at an appointment. Bring proof of the federal heavy vehicle use tax where it applies, title numbers, IFTA or a plan for fuel permits, and UCR compliance. Credentials release once the invoice, or the first installment under an installment agreement, is paid.

New fleets and renewals

A new fleet uses Idaho's average per-vehicle distance unless it was apportioned elsewhere under the same name. At renewal, report actual distance by jurisdiction for the July-to-June reporting period. Each vehicle must have run in more than one IRP jurisdiction, and a fleet that has not can sign a one-time exception, with a long denial if it happens again.

Records and cab cards

Distance records are auditable and stay at the carrier's Idaho address for the current year plus the prior years the form sets, with trip dates, routes, odometer readings and jurisdiction miles. Each apportioned vehicle carries a printed or electronic registration card.
