What Kansas requires

Liability minimum
Null by design: Kansas states its minimum as split limits, not one figure. K.S.A. 66-1,128(a) bars the KCC from issuing any certificate, permit or license to a public motor carrier of property, household goods or passengers, or a private motor carrier of property, until it files a liability policy of at least $100,000 for injury or death to any one person in any one accident, $300,000 for injury or death to two or more persons in any one accident, and $50,000 for loss to property of others in any one accident. The KCC's FAQ and the KTRAN Insurance Notice repeat the same three figures. Carriers with more than 25 registered vehicles may qualify as self-insurers through the commissioner of insurance (66-1,128(c)).
Cargo minimum
K.A.R. 82-4-22(a)(3) excludes property usually designated as cargo from the required liability policy. K.S.A. 66-1,114(b) conditions a household goods or passenger certificate on compliance with liability and cargo insurance requirements, and K.A.R. 82-4-25a names form I as the uniform cargo insurance endorsement, but no cargo dollar minimum was found in the statutes, regulations or KCC pages read.

Who files the proof of insurance

Your insurance company makes these filings with the state, not you. Ask for them by form name when you bind coverage.

Liability proof
Form E, the uniform motor carrier bodily injury and property damage liability certificate of insurance, for intrastate regulated and interstate exempt carriers. The insurance underwriter (not the agent) files it electronically through the national online registry (NOR); the KCC does not accept ACORD forms.
Household goods cargo
Form I, the uniform motor carrier cargo insurance endorsement (K.A.R. 82-4-25a).
Cancellation
Form K, the uniform notice of cancellation of motor carrier insurance policies.

Forms BMC 91 and BMC 91X apply to interstate regulated carriers. Before a policy expires or cancels the carrier must file a new policy or pull the vehicle from service, and operating without the required filing triggers emergency suspension proceedings (K.A.R. 82-4-22(c) and (d)).
