The Missouri intrastate rule
Federal USDOT registration depends on the vehicle and operation. The rows below show what Missouri requires for carriers operating inside the state. RSMo 307.400 applies the federal motor carrier safety rules in 49 CFR Parts 390 through 397, which include USDOT registration and marking, to intrastate commercial motor vehicles. Subsection 5 exempts intrastate property vehicles of 26,000 lbs GVWR or GCWR or less unless they carry placarded hazmat or are designed for 16 or more passengers, so the general intrastate trigger is 26,001 lbs. Separately, every for-hire carrier applying for Missouri intrastate authority must obtain a USDOT number first, whatever the vehicle weight.
Placarded hazmat carriers and vehicles designed for 16 or more passengers fall under the rules below the weight line. Interstate operation follows the federal 10,001 lb threshold instead.
Missouri carrier-number record
Missouri issues no separately named state carrier number. MoDOT grants intrastate operating authority against the USDOT number through MoDOT Carrier Express and issues an annual license decal for each power unit when the carrier is not in UCR.

The state registration triggers behind it

- MoDOT states the authority requirement by type of operation, not weight: all for-hire carriers of property or passengers in intrastate commerce must apply. RSMo 390.030 exempts listed operations, including freight vehicles licensed for 6,000 lbs or less. The separate federal-safety-rule trigger of 26,001 lbs appears on the USDOT page.
