How to start a trucking company in Indiana

Indiana lets you start at the state counter. State Form IOA-1 is how an intrastate carrier obtains or renews its USDOT number, so no federal credential has to exist first. Interstate work flips the order: federal registration and Unified Carrier Registration come first, then apportioned plates and a fuel tax license from the Department of Revenue.

  1. Decide whether your trucks will ever leave Indiana. That single answer picks your authority path, your fuel tax license and your registration type. Intrastate-only work uses Form IOA-1 and the Motor Carrier Fuel Tax; interstate work uses federal registration, apportioned plates and the international fuel tax agreement.
  2. File State Form IOA-1 with Motor Carrier Services. This is how an Indiana intrastate carrier obtains or renews its USDOT number, or an Indiana ID Number where its vehicles are light enough. A private carrier of nonhazardous property files it once and never renews.
  3. Have your insurer file the Indiana Form E. For-hire carriers and private hazardous materials carriers need proof of public liability filed by the insurance company with the initial application, and the insurer has to be registered with the Indiana Department of Insurance. Check the tier that matches your operation before binding coverage.
  4. Add the certificate if you haul passengers or household goods. That work needs a Certificate of Public Convenience and Necessity, plus supporting statements, entity verification and a recent bank statement. You may not transport while the application is pending, so start it early.
  5. Open your fuel tax account on the right form. Crossing state lines means the international agreement application; staying inside Indiana means the intrastate Motor Carrier Fuel Tax application. New accounts open by appointment or by email, and a mixed fleet goes entirely under the interstate license.
  6. Open an apportioned registration account if you run interstate. Motor Carrier Services opens the account by appointment or email and verifies your place of business, title, insurance, heavy vehicle use tax payment, USDOT number, fuel tax license and carrier registration before credentials issue.
  7. Set up the permit account before your first oversize load. Every applicant lodges a transporting company agreement and opens a permit account before it can order anything. Short-term trip, fuel, hunter, yard tractor and repair permits sit in a separate online service at the same division.
  8. Calendar the recurring deadlines. Quarterly fuel tax returns fall at the end of the month after each quarter, intrastate authority renews inside an autumn window that closes before the end of November, and the whole apportioned fleet renews on one date. Motor Carrier Services stopped mailing renewal notices.

The order that works in Indiana

Decide first whether your trucks will ever leave Indiana, because that answer picks your whole paperwork path.

Staying inside the state means Form IOA-1 with Motor Carrier Services. A private carrier hauling its own nonhazardous property files it once and has no renewal obligation at all. A for-hire carrier, or a private carrier of hazardous materials, files the same form plus an insurance Form E lodged by its insurance company. Hauling passengers or household goods for pay adds the certificate application, a tariff filing and a wait measured in weeks during which you may not operate.

Crossing state lines means the federal spine first: Form MCS-150, Unified Carrier Registration, and the federal operating authority and insurance filings that go with for-hire work. Then open an apportioned registration account with Motor Carrier Services and license for the International Fuel Tax Agreement with the same office.

Permits come last, and only when your loads need them. Oversize or overweight work means a permit account and a signed transporting company agreement before you can order anything.

Where Indiana differs from other states

Indiana levies a second fuel tax, and picking the wrong license is the classic local mistake. The International Fuel Tax Agreement license covers a carrier that travels in Indiana plus at least one other jurisdiction. A carrier that never leaves the state licenses under the Motor Carrier Fuel Tax instead, on its own form, with its own annual permit and its own decals. Mixed fleets go entirely under the interstate license.

The intrastate authority side splits across two chapters of the Indiana Code. Property carriers get an acknowledgment; passenger and household goods carriers get a certificate, and only the certificate route carries an application fee.

Almost nothing can be done on paper. State law requires apportioned registration and base plate transactions to be conducted electronically, fuel tax transactions run in an online system unless the carrier holds a current exemption, and the oversize permitting system insists on Google Chrome with one tab open.

The driver side of the build

The Bureau of Motor Vehicles owns licensing, and its sequence is fixed. A first-time applicant watches an instructional video on recognizing, preventing and reporting human trafficking, completes federal entry-level driver training with a registered provider, then passes the written exams for the vehicle type and takes a commercial learner permit.

The permit has to be held for a set waiting period before the skills exam, and the skills exam itself is booked with an approved third-party test site rather than a branch. Indiana publishes the fee for the permit and for the license, and prices adding or removing an endorsement as a single line whichever endorsement it is.

Common mistakes when launching in Indiana

  • Taking the international fuel tax license when your trucks never leave Indiana

    Indiana runs a second, intrastate-only fuel tax with its own application form, annual permit and decals. Picking the wrong license is the classic Indiana error, and a fleet that mixes both kinds of vehicle goes entirely under the interstate license.

  • Assuming the headline gross weight limit applies everywhere

    Off the designated heavy duty highway network Indiana preserves a lower weight schedule with its own gross, tandem and axle ceilings. Local authorities may post lower limits still, and toll road facilities follow their own weight rules.

  • Waiting for a renewal notice that no longer arrives

    Motor Carrier Services stopped mailing intrastate operating authority renewal information. The renewal window opens after the end of September and closes before the end of November, and the credential lapses at the end of the calendar year.

  • Hauling passengers or household goods while the certificate is pending

    The Department of Revenue states plainly that the applicant is not authorized to transport during the certificate processing window, and the state police can apply to impound a passenger vehicle offered for hire without authority.

  • Routing an oversize load through the interstate segments inside the Indianapolis loop

    The permit expressly excludes those segments, along with county roads, city streets, roads and bridges closed for construction and anything posted for gross load limits. A route that leaves state-maintained roads has to be entered as a split trip.

  • Treating the superload definition as settled

    Four Indiana publications define a superload differently and only the administrative rule is binding. A load sitting near any of the height, width, length or weight lines should be classified with the permit office before the permit is ordered.

  • Closing shop without closing the fuel tax account

    Closing takes a closure form, the return of every assigned decal and license, and the final quarterly return even when it shows no activity. Decals left outstanding keep quarterly returns falling due through the end of the credential period.

  • Booking the CDL skills exam at a license branch

    Indiana skills exams are given at authorized examination sites and booked with the approved third-party test site ahead of the exam date, not at a Bureau of Motor Vehicles branch. The learner permit also has to be held for a waiting period first.
