Rhode Island DOT number requirements

No. Rhode Island publishes no blanket intrastate USDOT mandate; the federal number binds once a truck crosses a state line. Haul Handbook read this Oct 4, 2026, one of 46 live state pages read the same way.

The Rhode Island intrastate rule

Federal USDOT registration depends on the vehicle and operation. The rows below show what Rhode Island requires for carriers operating inside the state. Our state DOT number requirements table holds the same answer for every state. A field reading "Not confirmed" means this guide has no verified figure for that field.

USDOT for intrastate carriers
No
Weight trigger
No Rhode Island weight line for an intrastate USDOT number is published, because Rhode Island sets no intrastate USDOT requirement. The state's own carrier credential, the DPUC certificate, has no weight threshold either: chapter 39-12 reaches any truck used to carry property for compensation between Rhode Island points.
On FMCSA's intrastate list
No
Statute
R.I. Gen. Laws §§ 39-12-6, 39-12-9 and 39-12-26; 815-RICR-50-05-1

No. Rhode Island is not on FMCSA's list of states that require their intrastate commercial motor vehicle registrants to obtain a USDOT number (read 2026-10-04; page last updated September 3, 2025), while neighbors Connecticut and Massachusetts are. The Division of Public Utilities and Carriers' property carrier application and its Intrastate Registration Form ask for the DPUC certificate number, not a USDOT number. A Rhode Island carrier still needs a USDOT number to open an IRP account or apply for an IFTA license. One open point: 815-RICR-50-05-1 section 1.17 subjects every certificated carrier to the U.S. DOT rules on motor carrier operations and equipment safety, and no Rhode Island source read says whether the federal identification-report rule reaches intrastate-only carriers through that adoption, so confirm with the Division before relying on the answer for an intrastate-only fleet.

The DPUC certificate number (common carrier) or contract carrier permit number

The federal number is not the whole story in Rhode Island: the state issues its own carrier credential, and the two are tied together during the state application covered on the Rhode Island intrastate authority page.

Display rule
815-RICR-50-05-1 section 1.9 requires the name on the certificate or permit, the street address, the town or city and the certificate or permit number on both sides of every vehicle used as a common or contract carrier, in letters visible at 50 feet. Each vehicle also carries the Division's annual identification device, and its registration card must be in the driver's possession; the device may not move to another vehicle without Division approval.

The Division issues the number when it grants a common carrier certificate (R.I. Gen. Laws § 39-12-6) or a contract carrier permit (§ 39-12-9) to a for-hire property carrier operating between Rhode Island points. The application packet and the Intrastate Registration Form do not ask for a USDOT number. After approval each vehicle is registered with the Division on the Intrastate Registration Form for a $20 identification device and registration card under § 39-12-26, furnished annually. A household goods mover must also print its certificate number in every advertisement (§ 39-12-27.1).

Where a Rhode Island carrier enrolls

Registration goes to the agency that issues each credential; the federal process is covered step by step in our guide to getting a USDOT number. Filing services resell these same applications, so the rows below name the direct channel first.

Create a user profile, complete identity verification, and create a company account in Motus to apply for a USDOT number and the registrations your operation needs. Claim your existing USDOT record in Motus using the company official’s Login.gov email, then manage registrations or apply for additional authority. See the Motus account guide before opening or claiming your record.

USDOT number
Directly with FMCSA. No Rhode Island agency issues the USDOT number. (registration site)
USDOT application fee
No Rhode Island page lists a fee for the USDOT number, and the state adds no charge of its own. The number is obtained from FMCSA.
State agency
Rhode Island Division of Public Utilities and Carriers, Motor Carriers Section, 89 Jefferson Boulevard, Warwick, RI 02888, phone 401-941-4500. FMCSA issues the USDOT number; the Division issues the state certificate or permit number.
State portal
There is no Rhode Island online portal for the certificate. The Request for Authority to Operate as Common Carrier of Property is a paper packet sworn before a notary and filed with the Motor Carriers Section with the filing fee by check or money order, followed by a public hearing; vehicles are then registered on the paper Intrastate Registration Form.

The DMV IRP Office lists a valid USDOT number first among the documents needed to open a Rhode Island IRP account, and the Division of Taxation's IFTA license application asks for the carrier's USDOT number and IRP registration number.

Once a number is active, anyone can pull the public record behind it; our DOT number lookup guide shows how to read that snapshot the way brokers and enforcement do, and the MC number lookup reads the live record back for a number you type in.

The same number carries your safety history. Every roadside inspection written against it feeds the CSA percentiles a broker's vetting platform reads after it checks your authority and insurance, and a violation recorded in error is corrected through DataQs, not by the state agency that issued the credential above.

The state registration triggers behind it

These are the operations that pull a carrier into Rhode Island's own motor carrier registration, where the DOT number rules above attach. The full credential, fees, and insurance filings live on the Rhode Island intrastate authority page.

Weight trigger
Chapter 39-12 sets no weight threshold. A 'motor vehicle' under § 39-12-2(13) is any vehicle, truck, tractor-trailer or semi-trailer propelled or drawn by mechanical power and used on the highways to transport property, and the certificate requirement in § 39-12-6 turns on carrying property for compensation, not on the vehicle's weight rating.
For-hire only
Yes
Hazmat
Hazardous materials carriage within Rhode Island is a named authority category on the property application, and the Division lists transporters of hazardous materials and liquid petroleum carriers among the carriers it regulates. 815-RICR-50-05-1 section 1.17 subjects every common and contract carrier to the U.S. DOT rules on motor carrier safety and hazardous materials transportation.

Where the number fits in the Rhode Island launch

Registration numbers come early: they exist before insurance binds and before the first load. For the full order of operations, from entity to authority to plates, work through start a trucking company in Rhode Island, and keep the Rhode Island trucking hub handy for the rest of the state's credentials.

Frequently asked questions

Does Rhode Island require a USDOT number for intrastate trucking?

The state's published guidance lists a USDOT number only for interstate carriers, so an intrastate-only Rhode Island carrier is not under a blanket state USDOT mandate. Crossing a state line for commerce triggers the federal requirement on its own, and the state's own credentials still apply in-state.

Is the DPUC certificate number (common carrier) or contract carrier permit number the same as a USDOT number?

No. The USDOT number is the federal safety identifier issued by FMCSA; the state number is a separate state credential issued by the state agency named on this page, and the two are linked during the state application. A carrier subject to both rules holds both.

Do I have to pay a filing service to get a USDOT number?

No. You can register directly with FMCSA yourself, and the state credential applications on this page go straight to the state agency through the portal it names. Third-party filing services resell those same applications; nothing on this page requires one.

Where do these facts come from?

Every requirement, threshold, and portal on this page renders from a state agency page, a statute, or an FMCSA publication cited beside the fact. When an agency publishes no figure, the field says so instead of guessing.

Haul Handbook publishes educational information about trucking registration and compliance requirements. This is not legal, financial, or tax advice. Rules, fees, and deadlines change; confirm with the agency before you file or pay.
