The launch sequence
Federal first, then South Carolina. The federal side is identical in every state and is covered in depth by how to get your own authority; the state facts below come from our sourced South Carolina data.
- Get the USDOT number, including for in-state work. South Carolina is on the federal list of states that require intrastate registrants to hold a USDOT number, and the State Transport Police set the trigger at the federal commercial motor vehicle definition rather than at the higher weight line many states use. - Pick the credential that matches what you haul. General freight for hire inside the state means an SCDMV Certificate of Compliance. - Mail SCDMV Form COC with the filing fee. Choose the class that matches your cargo, attach Articles of Incorporation if you are incorporated, and match the business name across the application, the insurance filings, and your Secretary of State paperwork exactly.
- Have your insurance company make the state filings. Liability goes in on Form E with the Form F endorsement attached to the policy, and cargo on Forms H and I in the class that carries it. The insurance company files, not the agent, and SCDMV does not accept an ACORD certificate in place of a filing.
- Open an IRP account if you cross state lines. Registration runs through the South Carolina Trucking Portal and applications go to a designated IFTA and IRP branch. Before you start, confirm you can meet the statutory property test for basing here, because a mailing address will not carry it.
- License for IFTA with SCDMV, not a revenue department. File Form IFTA-1 online with the records agreement, the web access application, proof of insurance, and your residency or place of business proofs. Attach an equipment listing, because decal sets are issued to match it. Decals cost nothing.
- Set up Safehaul before your first oversize load. SCDOT requires a company account through the permit system before any permit can be ordered, and superload moves need routing analysis days ahead. Loads at or above the height threshold need a certified route survey filed before the permit issues.
- Calendar the recurring deadlines. IFTA returns fall due the last day of the month after each quarter, the IFTA licence renews on the calendar year with an early December cutoff for mail, apportioned credentials renew annually with an emailed reminder, and passenger certificate vehicles re-register before the January deadline.
The order that works in South Carolina
Federal first. Get the USDOT number, and if you will haul for hire across state lines, the federal operating authority and insurance filings that go with it. South Carolina is one of the states that requires an intrastate carrier to hold a USDOT number too, at a weight trigger well below the line most states use, so the federal registration is not optional even for a carrier that never leaves the state.
Then the state credential. General freight means SCDMV Form COC, mailed to Motor Carrier Services with the filing fee, with your Articles of Incorporation attached if you are incorporated. Before you may commence operations your insurance company, not your agent, files a liability form and, in the class that carries cargo coverage, a cargo form. SCDMV does not accept an ACORD certificate in their place.
Apportioned plates and the IFTA licence come next if you cross state lines, both through SCDMV and both requiring proof that South Carolina is genuinely your base. Permits come last and only if your loads need them, through SCDOT's own permit office.
Which credential fits what you haul
The dividing line moved recently and it matters. Since a 2022 amendment, the Public Service Commission's motor carrier jurisdiction reaches only the transportation of persons, hazardous waste for disposal, and household goods for compensation. Everything else that hauls for hire inside South Carolina goes to SCDMV.
That makes two very different application experiences. The SCDMV route is a form, a fee, and insurance filings, with no hearing and no proof of public need. The Commission route is a docketed application filed with two offices, notarised, with a complete tariff attached, posted for a comment window, and granted only after the Commission finds the applicant fit, willing, and able. A denied applicant waits half a year before reapplying.

Where South Carolina differs from its neighbours
Three things catch newcomers. Fuel tax lives at the DMV here rather than at a revenue department, so the licence, the decals, the quarterly return, and the audit all sit in the same Blythewood office, and the decals cost nothing.
The legal gross weight ceiling off the interstate is lower than the figure most carriers carry in their heads, which changes route planning rather than paperwork. And choosing South Carolina as your apportioned base jurisdiction takes more than an address: statute requires a motor carrier selecting the state to own or lease real property here used directly in transporting freight or persons, on top of the plan's own established place of business test.
Budget for the road use fee as well. It replaces county property tax on large commercial vehicles and falls due with registration.

Common mistakes when launching in South Carolina
Assuming an in-state truck needs no USDOT number

Waiting on a weight threshold that does not exist
The Certificate of Compliance has no weight trigger. SCDMV issues one to any intrastate for-hire carrier outside the passenger, household goods, and hazardous waste categories, whatever the truck weighs. The weight figure in the packet is an insurance tier boundary, not an entry point.
Letting the agent send an ACORD certificate
SCDMV states plainly that it does not accept an ACORD certificate of insurance, and a policy or a copy of it is not accepted in place of a filing. The insurance company itself files Form E, and Form H where cargo coverage is required, before operations may commence.
Planning routes on the interstate gross weight figure
South Carolina's legal ceiling for a five-axle combination off the interstate is below the number most carriers plan against, and the higher figure is available only on the interstate system through the federal bridge formula. Booking a coastal oversize move for a summer weekend
From Memorial Day through Labor Day, oversize movement is prohibited on Saturdays and Sundays east of I-95 across a named list of Myrtle Beach area routes and on the coastal highway from the North Carolina line south to Georgetown. Carriers running those corridors lose both weekend days.

SCDMV now sells IFTA and IRP trip permits directly, but a first-time purchaser has to be approved for the Motor Carrier Services portal first and that approval takes up to two days. A load booked for tomorrow cannot wait on it.
Skipping an IFTA return for a quarter with no travel
A return is required even when there was no travel and no fuel purchased, and a missed return draws the same penalty as a late one plus interest. Failing to file leads to suspension or revocation of the licence and decals.
