The Virginia intrastate rule
Federal USDOT registration depends on the vehicle and operation. The rows below show what Virginia requires for carriers operating inside the state. Our state DOT number requirements table holds the same answer for every state. A field reading "Not confirmed" means this guide has no verified figure for that field.
- Weight trigger
- Virginia sets no general intrastate USDOT weight trigger because it does not require the number for intrastate-only carriers. Virginia DMV says that, other than for hazardous materials, Virginia does not require a USDOT number for carriers operating exclusively intrastate. The 10,001 lb figure on the DMV USDOT page is the federal test for interstate carriers.
Exception: anyone hauling hazardous materials in a placarded quantity must register for a USDOT number even when the vehicle runs entirely inside Virginia. Carriers that cross state lines follow the federal rules.
Virginia carrier-number record
Virginia issues no separately named carrier number. Intrastate authority is shown on each vehicle's registration card when for-hire plates are issued. A USDOT number is not required first for intrastate-only carriers: Virginia DMV says that, other than for placarded hazardous materials, Virginia does not require one for carriers operating only inside the state.
