The West Virginia intrastate rule
Federal USDOT registration depends on the vehicle and operation. The rows below show what West Virginia requires for carriers operating inside the state. Our state DOT number requirements table holds the same answer for every state. A field reading "Not confirmed" means this guide has no verified figure for that field.
10,001 pounds GVWR is the weight trigger for a vehicle operated for any commercial purpose, private carriers included. Three other triggers apply at any weight: any vehicle operated for hire, any vehicle designed to carry more than 15 passengers including the driver, and any vehicle hauling hazardous materials in a quantity that needs placards. The rule does not reach a company that owns or operates no vehicle under USDOT safety jurisdiction.
Rule 4.13.1 reads that every motor carrier and every private commercial carrier shall, where applicable, obtain and conspicuously display on the outside of each covered vehicle an identification number issued by the United States Department of Transportation or the Commission, while operating in intrastate or interstate commerce in West Virginia. Rule 4.13.2 has Commission staff keep the application forms for USDOT numbers. The number is a safety identifier and is separate from operating authority, which a West Virginia general freight carrier does not need (the state intrastate authority page).
No separate West Virginia carrier number
West Virginia issues no branded state carrier number of the CA number or TxDMV number kind to a general freight carrier. Carriers the Commission does certificate (passenger, solid waste, wrecker and contract carriers) display a Commission certificate or permit number on each side of each vehicle under rule 4.12.1 and carry a uniform vehicle identification card in each power unit under W. Va. Code 24A-6-4. The number rule 4.13.1 names may be a USDOT number or a Commission number.

The number then feeds the West Virginia credentials that ask for it: the DMV's IFTA credentials application asks for the carrier's USDOT and IRP numbers.

The state registration triggers behind it

- Weight trigger
- West Virginia sets no weight threshold for operating authority. Chapter 24A turns on the kind of service (common or contract carriage for hire of passengers or property) and then exempts classes of vehicle by what they carry, not by what they weigh. Weight enters elsewhere: W. Va. Code 24A-5-5(g) sets the insurance floor for for-hire vehicles of 10,000 pounds or more hauling nonhazardous property, and 150CSR9 rule 4.13.1 requires a displayed USDOT number on commercial vehicles of 10,001 pounds or more.
- Hazmat
- No separate intrastate operating authority for hazardous materials. Hazardous property changes the insurance limits instead: 150CSR9 rule 4.3.4 applies 49 CFR part 387 to intrastate as well as interstate hazardous property, and rule 3.1.2 extends the federal insurance rules to private carriers of hazardous materials and waste. The Commission's Haz-Mat Section separately issues Alliance for Uniform Hazmat Transportation credentials, which run July 1 to June 30.
